        Stay or residence registration for infants (born in China)

          Welcome to this window for going through the formalities of stay or residence registration for infants (born in China). Please pay attention to the following relevant contents of which you are informed. Thanks for your cooperation.

          I Qualifications:

          1. Both parents of the infant are foreigners;

          2. One of the parents of the infant is of Chinese nationality and is citizen of Shanghai.

          II Formalities

          A. If both parents are foreigners, applicants can apply for visa or residence permit:

          1. Submitting original and copy of both parents’ passports;

          2. Submitting original and copy of infant’s Birth Certificate in China (appendix page included);

          3. Original and copy of infant’s passport;

          4. If one of the parents works in Shanghai, he/she should submit official application letter from the unit he/she works in and original and copy of one of the parents’ Registration Form of Temporary Residence in Shanghai;

          5. Submitting the Foreigner Visa and Residence Permit Application Form completely filled up and one recent 2-inches half-length, bareheaded and full-face photograph;

          6. Marriage certificate of parents (could be issued by government authorities such as civil affairs, public health or police department, notary public or embassy and consulate of the country of origin. Those certificates issued by foreign authorities must be authenticated by Chinese embassies or consulates abroad, and Chinese translation from qualified institution in China is required if those certificates are not in Chinese);

          Application for visa or residence permit should be submitted within 60 days after the infant was born.

          B. If one of the parents is of Chinese nationality and is citizen of Shanghai, nationality examination and verification must be done first, then the infant could apply for the People’s Republic of China Exit and Entry Permit through exit-entry administration authority:

          1. Submitting original and copy of infant’s Birth Certificate in China (appendix page included);

          2. Original and copy of infant’s passport;

          3. Father or mother’s foreign passport, original and copy of Chinese citizen ID card and Shanghai Household Registry;

          4. Marriage certificate of parents (could be issued by government authorities such as civil affairs, public health or police department, notary public or embassy and consulate of the country of origin. Those certificates issued by foreign authorities must be authenticated by Chinese embassies or consulates abroad, and Chinese translation from qualified institution in China is required if those certificates are not in Chinese); if the parents are not yet married or married after the infant was born, parentage testing report between the infant and parents issued by China judicial forensic Institutions is required;

          5. Submitting Application of Nationality Examination and Verification form completely filled up and three 2-inches (48*33 mm) half-length, bareheaded and full-faced photographs.

          Both parents must be present for the application.

          Note: If exit-entry administrative organization under public security organ, as it considers necessary, requires to interview the applicant or to demand the applicant to submit other supplementary materials, however, the applicant fails to undergo the interview or submit the materials at/during the appointed time/period, the application will be deemed as cancelled, unless force majeure.

          III. Business Hours and Location

          Monday --- Friday 9:00–11:30; 13:30-17:00 (excluding public holidays)

          Shanghai Municipality Public Security Bureau Exit-Entry Administration Bureau, Free-trade Zone Branch Exit-entry Detachment, exit-entry administrative office of each branch.

          IV. Time Limit:

          7 working days for visa and residence permit; 7 working days for Exit and Entry Permit of P.R.C.

          V. Fee Standard: Free for nationality examination and verification; exit documents are charged according to relevant fee standard.
